Satark Nagrik Sangathan (SNS) is a citizensí group with a mandate to promote transparency and accountability in government functioning and to encourage active participation of citizens in governance. SNS is an independent non-governmental organization and is not affiliated to, or supported by, any political party. It is registered under the Societies Registration Act, 1860 as Society for Citizensí Vigilance Initiative.

SNSís key strategy has been to assist people exercise their right to information and empower individuals to use the RTI Act to participate effectively in policy formulation and utilization of public funds. Under the National Right to Information Act, citizens can access information from all three arms of the government- legislature, executive and judiciary. SNS works closely with people across different income groups. We work directly in about 15 slum settlements in South and South-West Delhi. SNS trains citizens to use the RTI Act to obtain information on the performance of elected representatives and on the functioning of the Government in areas such as ration, civic works, education and social welfare schemes.





i. Report Cards on performance of Councillors of the Municipal Corporation of Delhi SNS partnered with the media to disseminate the MCD Councillor Report Cards. a. Orders of the Central Information Commission directing the Delhi Legislative Assembly to proactively provide information on the functioning of the Assembly 2. Monitoring the functioning of the Public Distribution System i. Helping low income communities access their entitlements under the PDS





Expand and strengthen SNSís work on demanding political accountability and monitoring the functioning of elected representatives In 2013 SNS hopes to deepen this initiative by undertaking the following activities: I. Using the RTI Act to prepare report cards on the performance of Members of the Legislative Assembly (MLAs) of Delhi: Elections for all 70 MLAs of the Delhi Legislative Assembly are scheduled to be held in November/December 2013. We will use the RTI Act to access information on the performance of MLAs and prepare report cards on the basis on II. Dissemination of report cards- To ensure wide dissemination of the report cards, SNS will- o Explore tie-ups with national newspapers and the electronic media. In the past, SNS has had successful partnerships with Hindustan, Times of India, Outlook magazine, Hindustan times and Prabhat Khabar to disseminate report cards. III. Delhi-wide activities- SNS will partner with NGOs, Resident Welfare Associations IV. Creation of a dynamic website- We plan to develop a dynamic website to disseminate V. Develop a visual documentary on SNSís work of using the RTI Act for holding elected representatives accountable- Over the last 2 years we have been video recording some of VI. Report cards of Members of Legislative Assembly of Rajasthan- We will file RTIs and develop report cards in Rajasthan where assembly elections are scheduled to be held in December 2013 with the aim of developing report cards of Rajasthan MLAs.
