Since Utthanís inception, from last 23 years it has been working on the gender just and equitable management and development of natural resources (such as land, water, forest and fodder) through community consultation with special involvement of women and vulnerable communities.
Utthans approach has been that of community consultation and conscentization, organizing and institution building through enhancement of the capacities of the invisible and the voiceless.

Utthan is embarking upon a mass mobilization program and set up advocacy and networking efforts with the objective of building an institutional framework that would foster gender equity in all major civic institutions such as Panchayati Raj bodies, educational, economic and community organizations in which, because of the patriarchal nature of society, there exists a well-entrenched tradition of marginalizing women in the project areas. Utthan builds on the strengths it has acquired in the areas of water resources management, womenís empowerment, and institutional capacity building. The focus is on building federations of women and menís groups, strengthening, involving and sensitising Panchayati Raj, educational, social, and cultural and community organizations as also such financial institutions as banks and cooperative institutions.
