CEM seeks to work with pollution impacted communities to enable them to monitor, document and communicate pollution and its impact on health and the environment in a language that regulators and industry cannot ignore.





Since its inception, CEM has trained village volunteers in air pollution, water pollution and chemical odor monitoring. In Sep 2004, CEM published an Air Quality Report which documents the presence of 22 toxic chemicals in the ambient air. This report has triggered action from a number of agencies. The Madras High Court has asked the state legal aid cell to file a PIL and the State Human Rights Commission has asked the Tamil Nadu Pollution Control Board to respond to the report.





Communities should be able to generate their own information about the sources and impacts of pollution on their health and environment. Communities should be able to present this information in a credible and scientific manner and bring pressure on the regulators to reduce pollution. Communities should be able organize themselves better for combating the issue of pollution in their area.
