  Summary

 

 

A two year programme of training and capacity development of local communities, local community networks, social action groups, Panchayat and Nagarpalika networks, local academic institutions and student bodies, media networks, residents associations, etc. in appreciating the frameworks of public involvement in decision making, especially that which affects environmental and social justice issues of concern. The programme will focus on building capacities of local communities in appreciating the limited legal provisions that mandate public involvement in decision making, and advance the possibilities of expanding the scope for such involvement. Such pragmatic consideration is underlined with the realisation that it is essential to build capacities incrementally as a basis for securing environmental and social justice rights.

Target groups: Grassroot workers, Panchayats and Nagarpalika constituencies, students, teachers, local community organisations and networks, media persons, NGOs, academic and research institutions, subordinate bureaucracies and judiciary, etc.

1. training people through manuals, audio-visual instruction and discussion forums to improve their capabilities in accessing legally mandated public involvement provisions that will aid them in the process of decision making regarding projects that have an impact on the environment 2. building capacities of local communities in appreciating the limited legal provisions that mandate public involvement in decision making, and advance the possibilities of expanding the scope for such involvement 3. creating awareness about resource planning laws and regulations, applicable at local levels, which people can use in the decision making process 4. reaching out to every district in Karnataka with the training program, and broad-basing these experiences into replicable inititatives that can be adapted in other regions of the country
